Did you check the tie rods for any play?  I just went through this on my 88 Fox and it drove me crazy.  It's the only VW I've ever had where I had to have the front end off the ground to feel any play in the them.  Also, is there any chance that one of your struts blew out and is letting the tire bounce?

When I drive above 60 mph, the front end begins to shake like one of the wheels is loose. I balanced and rotated the wheels yesterday, checked to make sure the lugs are tight, checked the CV's, checked engine mounts and I can't figure out why my roc is doing this. The wheels aren't bent at all. Anyone have any ideas?
