1.8 16v issues

i've had a few nagging issues with my scirocco16v.  Hopefully i can describe
the problems well enough for someone in the know to understand...here goes

Sometimes the car runs  quite well, it takes off quickly and it revs freely.
 Other times it is very sluggish, not really accelerating hard until 2.5k
rpm.  Usually when its running poorly, if i arrive at a stoplight for example,
the idle drops to 1400, then slowly to around 1000, levels off, then suddenly
plummets to 400 making the car shudder.  Usually when the car is running
well, this never happens. I've recently replaced the idle stabilizer valve
hoping it would fix this problem (along with a more serious problem of the
car occasionally not being able to idle at all unless i gave it some throttle).
 The car continues to run and idle sporadically (the idle stabilizer valve
seems to have fixed the problem of the car not idling at all).  So far it
seems when the whether is hot the car is less prone to having its erratic
idle problems, but not always.

Another problem (maybe) is a significant build-up of pressure in the fuel
tank.  There is some serious pressure in the tank when its near empty...takes
over 30 seconds for the tank to become depressurized.
