No heat or AC

Here's the deal.

--The radiator fan turns on with all 4 speeds on the AC and defrost 
settings, but not heat settings

--All of my fuses are fine

--I can hear the relay click on speed 1 and speed 4

--The blower is getting power but doesn't turn on at all


Does this mean that the blower is just shot? Or could it be the resistor 
that's the problem? TIA
