Yes UPS will ship those bumpers and much larger parts . I know this for a 
fact as I have worked there for 6 years now .
Also I recommend never using Mail boxes Etc. unless absolutely necessary , 
they charge about 25% on top of what it actually costs to ship it and as you 
noticed are super anal about everything . On top of that the ones here make 
you use there boxes and packing material which is overpriced too .  The 
cheapest way is to ship from your work if you already have an account . You 
dont have to wrap the bumper at all if you dont want to , just slap a label 
on it securely .
