- Contact your local DMV, they have procedures for this.

- I (in California) sent a REGISTERED, RETURN RECEIPT letter to the
address of the previously registered owner, it came back unanswered (as
I expected because he moved to Detroit) and took that into the DMV where
I was able to transfer title.
