Yes, a healthy motor at idle should be between 15 and 20 inHg.

Things to check:  Vacuum leaks, Valve timing, ignition timing, compression.

One way to check for vacuum leaks is to spray some water around all the parts 
and hoses on the intake system.  This would include the brake booster.  If 
you hear a change in idle, you may have located your leak.  Use a spray 
bottle not the garden hose.

The valve timing is the usual, V notch and dot on the lower pulleys and the 
dot to head at the cam.  Late valve timing will cause a low vacuum reading.

Ignition timing is ignition timing.  Late ignition timing will cause a low 
vacuum.

Compression will show if your rings are good or not.  Low compression numbers 
will give low vacuum numbers.

I'm assuming your not getting a rapidly bouncing vacuum needle.  This means 
you may have a burned of misadjusted valve.
