16v exhaust system

My 16v rattles under hard acceleration so I looked the
exhaust system over in more detail than when I first
bought the car. Behind the cat there is another pipe
of larger diameter just before the tail pipe and
muffler. It looks like some kind of resonator. None of
my earlier year model scirccos had this feature. The
16v is definately louder than the 85 8v, and the
exhaust system is in good shape, except for that piece
in question here. Is this part of the factory exhaust
system? Sometimes it is hard to tell with this car,
since it is obvious the owner was not above performing
some after market modifications, usually in a
half-assed kind of way. So far all of these
modifications have to do with wider tires, stereos,
radar detectors, an alarm  system and this mysterious
black box that looks like a cell phone charger, so
this makes me wonder if this resonator looking thing
might be an add-on.
