Let's apply some good ol' tractor theory to this:

When restoring a tractor, you don't want to paint over the serial number
plate.  It is riveted on and it's very difficult to remove without damage,
let alone reinstall to look factory (pop rivets just don't look right).  So
people either mask it off with tape, or coat it with wheel bearing grease to
prevent the paint from sticking (obviously you have be very careful to keep
the grease only on the plate).

I think you should be able to just mask it off carefully with good
automotive masking tape (won't ruin the sticker when it's removed), be
careful when sanding, and all should be good
