Relay panel shot?



Need some advice from the electrical gurus.  I had a no-spark condition last
weekend, and it turns out I only had about 6.4V at the coil/ignition control
unit.  Battery voltage was good, indicating a substantial voltage drop
somewhere before the coil.  I was at my local parts shop when it happened,
incidentally, and the guy there is well-versed on VWs.  On his advice, I
checked my ignition switch to verify that it was making good contact, and I
still had low voltage.  We decided (with a little help from Mr. Bentley) to
run a wire from my battery to coil terminal 15 and it runs fine that way.
He suggested my relay panel could be flaking out.

Now my question.  Per Bentley, power to the coil comes from terminal C15 on
the back of the panel, meaning this terminal should have switched power.
Last night I checked resistance from C15 to terminal 15 on the ignition
switch.  I got about 3k ohms, and I expect that it should have been close to
nothing.  Is this a valid test?  Is a relay panel serviceable in any way?
What other things might I look at before I replace the panel?
