odd squeaking/squealing noise

the car in question here is my 88 16v scirocco...theres an odd squeaking/squealing nose coming from the front of the car...this only happens when it rains...i'm pretty sure its not tire rub anywhere because it will do it when the car is in neutral and i give it gas...it usually only does it in 1st and 2nd gear when moving, and gets louder with as i give it more gas...after a certain bit, or when i hit a high enough speed it goes away...any help is appreciated...TIA list
