fuel dist questions

when you push up on the little metal plunger rod, isnt it
suppose to come back down? or does it only come down under
pressure? is there something i can do to make it function
properly? is it cool to unscrew that bolt around the plunger
and inspect/clean things out. a mechanic told me that later
dist models had a small spring installed to ensure the plunger
went back down. any comments or suggestions on how to tell a
good fuel dist besides installation? thanx
