[8V] Low Compression in Cylinder 2

Upon inspection, I have discovered that the number two cylinder on my 84
Rocco is running at 60 psi.  I know that this is terrible so I need to fix
it.  What do I do?  Replace the entire motor, swap heads or simply fix that
valve.  What's the easiest and bare in mind that this car is a winter beater
and I'm not particularly interested in performance. Thanks
