Isn't this in the Bentley manual?  On a 16v, you can set the mixture
using a DMM set to mA.  Interrupt the DPR line, with the DMM (digital
multimeter) and twist the 3mm adjustment in the fuel distributor until
it bounces around 3-5mA.  I should put this procedure on scirocco.org...
but there's several other sites out there that detail this...look in
the links section of scirocco.org under 'Misc' for something on 16v
tuning tips.
