Yes, usually.  At a minimum actually. :)

Most of the time, yes. 8v's usually to 2in, 16v's usually to 2.25in.

Depends on your car.  8v or 16v?  'late' model 8v's came with a
4 into 1 manifold which doesn't flow as well as the ealier 4 into 2
into a dual downpipe system.  The 16v manifold can only be improved
upon (usually) with a header, however Techtonics makes a non-cat
racing downpipe which is almost as good; performance wise.
