To me it does not sound like a problem.  It sounds like you simply put enough 
coolant in.  Coolant won't be pulled from the overflow tank unless there is 
not enough coolant in the radiator. In your case it never got pulled because 
the radiator had all it needed because you already filled the block.  Peace
