Timing of a 1.7l

I can line up the mark on the flywheel, and the one on the OH Cam. But I
have found that the rotor on the distributor does not line up with Cyl #1
exactly. Is it supposed to?
The marks on the inside of the cap are clockwise of the center. The car
shudders under load, burns rich and lacks power.
Sound right?
It seems to me that it needs to be shifted back one tooth.
