I ran against this problem on my Scirocco.  The Cam sprocket has two dots, 
one on each side.  The dot on the front of the sprocket, is exactly 180 deg 
from the one on the back!!! the one on the back is what needs to be aligned 
with the top of the cyl. head.  Maybe this isn't your problem, but hey, it 
could be!
