Better to find an inexpensive 1.8 liter car and drop it in, both
head and block.

The reason I say this is that you will spend money on
reconditioning a 1.7 head with it's smaller valves when you can
get more bang for your buck with a complete swap.

It's not crazy. Once you have swapped an engine you look back on
it with pride and sense of "Is that all there is to it...?".
Helps to gain mastery of understanding on what's under the hood.
