painting calipers

I will be doing my brakes soon and might paint my calipers while I 
am in there. I have a few questions...

1) can anyone justify $50 for the Folia Tec lacquer kit
2) what local parts store rattle can high temp paint is most like 
    the VW tornado red, most have domestic make colors
3) is there a primer/filler that can be used
4) is brake cleaner good enough or is there more prep needed
