I just checked the '82 brochure which says that

"You have the choice of having some other features, namely the optional
sliding sunroof and the Scirocco GL equipment: cruise control, power
windows, power door locks, and a power antenna.  You can also have your
Scirocco air conditioned - most buyers will - and you might consider an
automatic transmission."

A few moments ago, I stepped out of my '82 with GL badge affixed, and can
report that, of all the equipment listed as being part of the "GL
equipment," mine has only the power windows.  I do also have the sunroof,
though, and power mirrors.  I'd really like to have cruise control, just
so's you know.

My previous '82 came with manual windows and no GL badge.
