There are a couple things I check when there is an idle problem and there
are no vacuum leaks.  First, is the air flow plate level.  If this is too
low or high, it will cause some problems.  Then, the air fuel mixture.  Alot
of times it will be too rich or too lean to compensate for the wrong plate
level in the air flow sensor.  Once these two things are correct, check the
timing, the idle screw (should have quite a few turns of adjustment inward
and outward), and the screw setting on the throttle body linkage.  If this
is messed up, it will cause the throttle body to be adjusted either open or
closed too much.  Seems like every brain surgeon that thinks they know
carburetors, messes with this screw thinking it is for the idle.  Anyway, I
hope that helps.  BASICS  BASICS  BASICS!!!  Can't stress that enough!!

P.S.  You may check your PCV system to check for blow-by.  If there is alot
of blow-by, you could be oil fouling the plugs too!!
