The prepump is the one INSIDE the tank and is pretty easy to replace as 
well. You dont need any special tools to see if it is working or not. Take 
the cover off (it is inside the car right behind the rear seat under the 
carpet held in with 3 philps screws) remove the hose that has the arrow 
going toward the front of the car and attach a longish hose to it going into 
a jar/bottle. Click the key to activate the fuel pump relay and see if you 
have any gas in the jar after the pumps have cycled. if you have none then 
your prepump is dead and is probably causing this problem. HTH and GL!
