It's not that they used "soft" allen head bolts, the bolts are over torqued
or corroded so that they end up stripping if you just use a allen wrench.
There is a special tool to hold the waterpump or powersteering pump to turn
out the allens, or you can try a different way but you have to be careful!!
Use a 1/2 inch impact wrench (tried the 3/8 drive but it doesn't work as
well) with a adapter from 1/2" to 3/8", a 6mm allen socket, and lightly
rattle them out.  The ratcheting vibration does the trick.  If it doesn't
seem to do the trick, or if you don't have a impact gun at home, then hit
the socket a few times after you install it in the head of the bolt then try
with a regular ratchet.  This will usually knock off rust or corrosion so it
will come out easier.  Make sure to torque them correctly when installing
again.  And, if it makes you feel better, you can get higher grade bolts for
the crank, waterpump, and power steering pump pulleys.  HTH!!!
