As I recall...  Take the wheel off and you should seen
3 10mm head bolts on the outer side of the plate. 
Just tighten them up with a trusty 10mm wrench.  If
your missing one, just pull out another and get one at
the local parts store.  Either #6 or #8 (sorry its
still early in the morning for me) should work...
