This is a pretty common mod, to get rid of that school bus like shifter.  I
can't really tell you how much to cut off, it all depends on you, how you
like it looks wise, and most importantly your seating position/arm length.
If you cut it too short and you have short arms, you may be stretching too
much to make it comfortable to drive.

 I'd say just take it down in increments, and stop when you think its low
enough and looks good, but you don't have to lean out of your seat to get
into 5th or anything.

    If you have a cutoff wheel it works great, just cover the interior with
an old sheet or something to protect from the sparks.  If you don't have
one, a hacksaw will do the trick pretty quickly as well.
