Look under the tech procedures on the
http://www.scirocco.org
web site.  Under the 16v section there is a euro light
installation procedure.  The wiring for the euro
lights will be the same (mostly) for any relay
application.  It is a pretty easy upgrade to your VWs
electrical system.  You may find all kinds of amps
after you relay the headlights.  

If you want more details about it let me know and I
can hash it out for you and maybe make up some cheesy
wiring diagrams.

I would say that it wont cost more than $30-$40 for
every thing you will need.  That's assuming you have
absolutely nothing to begin with and that is not
including new lights.
