The parts you want are listed as M12x25. All the MK2 euro bumpers have the 
same fitment. You could try the dealer - the p/n is N 040 245 2.  The UK 
price is 2 pounds each.
Even if you have the correct bolts, they are frequently very tight to screw 
in, not unlike the feeling you get if the threads are mismatched.  I take it 
you have tried plenty of wd40 or something similar.
