True, but you can't really neglect the effects of wind resistance.  Filling
it with cement would surely be a pain in the ass, especially having to lug
all those fuckin' bags of concrete mix up the stairs...

But more weight means more force downwards to counter the effects of wind
resistance... so in real life, dropping a Yugo and a Cement-filled Yugo off
the same building, the cement-filled version would continue accelerating
long after the lightweight had reached its terminal velocity-- and thus
slam into the ground at a greater speed... 

...and make a whole hell of a lot bigger dent in the ground below.
