Chances are that the fuse box wasn't changed.  Good
thing you did then.  Are you using the Oxygen Sensor
Control Unit from your '81 or from the 16v? 

If you are using your old Oxygen Sensor stuff it may
not be sending the correct signals to the brain box. 
Unfortunately I don't have much knowledge when it
comes to the brain boxes as I have never had a car
with one.  Or an Oxygen Sensor.  

Also do you have continuity between terminal 31b on
the fuel pump relay and termianl 1 on the coil.  Both
should have 12v to ground with the key on.  

Next check teminal 15 on the fuel pump relay with the
key on.  should be 12v to ground if not something
between the key on and terminal 15 is wrong.  

Check continuity terminal 31 on the fuel pump relay to
ground should be no resistance.

With key on check between termianl 87 on fuel pump
relay to ground should be 12v.

This should check out the fuel pump relay.  if bad get
a new one.  Does pump come on with a jumper?

Have you gotten it to spark yet?

Your Acc lights would lead me to believe there is a
continuity loss somewhere to the alternator light. 
Maybe your light not coming on is causing all your
problems.  Ya never know I know that the light affects
other sending units.  On the older cars. with egr.
