If you pull the rectangularish piece of plastic from the center of the
steering wheel between the horn buttons, you will see a nut buried down
there.  It's either 22 or 24 mm (I forget...).  Tighten it down.  It's
that easy!  If that doesn't do it, I couldn't begin to help without
looking at it...
