Hard Steering

I have a '86 Scirocco 16v. I have noticed the past couple times it has rained 
that my car is hard to steer when making a sharp turn at slow speeds. Now it 
is doing this all the time, even when it is not raining. It steers fine 
moving fast, but when I slow down to make a sharp 90 degree turn it feels 
like my power steering isn't working, and it is hard and choppy to turn. It 
makes a sort of squealing noise too. Anyone know what this could be??
