We have the same law in NJ. What you should do is go find a plate bracket 
(make sure it DOESN'T fit your car), put the front plate in it, and throw it 
under your passenger seat. If you get pulled over you can show it to the 
officer and explain how VW is on backorder of the correct plate frame, and 
this one just doesn't fit.

Worked for me in my Roc, my LiTE GTi, and the uGLi (untill I put the cabrio 
bumper on it- I had to put the plate bracket on or there were giant holes!)
