non roc...another odd car sighting

While traveling in Mpls . today I noticed a car pulling out of the Jag dealer 
but this was no Jaguar . I stopped in amazement to see what appeared to be a 
99 Mini Cooper  . It was blue with a white top and 4 lights on the bumper . 
It also had flares on the fenders and 13" minilite wheels . The car was a 
left hooker and had regular plates on it too . 
Later I went to B&N to check out Mini World magazine and found a car that 
looked exactly like it in the classifieds which leads me to belive this was a 
99 model . 

I wonder how much those are and where I could get my hands on one .
