<x-flowed>Doan't have much experience with the windsheild issue. But I can say that it 
sounds like your wiper switch/stalk is worn out and you should get a new 
one. That should fix both of your problems. If it doesnt however fix your 
washer problem then you might have a leak in the line; have you checked? if 
not you might need a pump; I replace these often at work. HTH
