[CIS-E] idle stab. problem

Hey, on the '89 GLI 16v I bought, the idle has trouble holding steady.

It starts great, and idles fine for like 20 seconds, but after that,
the idle gets bouncy (between 700-1500). It builds up on itself
getting progressively worse...then eventually cools out for a while.
It you hit the brakes, or use anything electrical, it tips it off
again, and starts bouncing.

Digital Idle Stabilizer bad?
