Either, or.
Or both!

The stock exhaust is the wise first choice for upgrading the engine.
Besides the gained HP and economy advantages it sets the stage for later
engine enhancements. 

Suspension work will make the car faster by keeping the car on the road
better. More HP doesnt do you any good if you cant keep it on the road. 

If its me, I do the exhaust first, then get moving towards an improved
suspension.
