  1157 is probalby what you have for stock, which is 32 cp on blink and
3 cp on
park.  Replace it with the 2357 (40/3 cp) or the 2397 (40/2 cp) and you
should get a
little brighter on the blink.  The 3496 bulb is available at 43/3 cp but
it is way more expensive versus the other bulbs.  Maybe swapping bulbs
is enough to pass.  Other than that, make sure you have a good ground
and the connections arent all gummed up.
