Thinking about another 'rocc

I'm thinking about getting another 'rocc. My dad lives in California, and
I'm thinking about having him find one and drag it up if he visits this
summer. How much power loss is there with all that CA emissions stuff on
there? I'm thinking a rust free 'rocc would make up for any power loss, at
least from a rust belt perspective. Please advise. TIA
