It's a computerised parts catalogue - the electronic replacement for the microfiche reference system that the VW/audi dealers have been using.  It's useful to determine exactly what parts you need for a job and can be useful in determining how some things are put together.  The diagrams are mostly exploded view although they are not exactly technically precise.  I don't know what the original fiche drawings are like but the electronic versions look like they are tracings of the originals so some of the small fiddly bits aren't very accurately represented, although you should be able to identify them from the associated description/part number. It's also got reference data for models, giving stuff like chassis/engine number build dates, paint & trim & option codes.
