I got it together.(Re: Steering rack mounts question)

Hmm, this wasn't the problem with mine as I attached the column after it
was in.  I got pissed off at it and heated the whole bracket, along the
bushing, and it compressed enough to get the nut started.  And of course
the wrench took care of it from there.  I guess if anyone else has a
problem with fitting brackets over new bushings- heat them up a bit.
