mine wont pass too at idle without the Cat. Conv. my friend just 
tried some additive, you add it to a full tank, drive a day then fill 
backup and go get tested, its gaurentteed, or buddy up with an 
emissions test, bring the car in, have it fail, bring another car in 
the next day that u know passes and have them sniff that one.

you wont pass with no cat, unless you seriously do some serious mods 
to your fuel. the pipes just dont get hot enuf to burn off the hc's
