This car sat for a long time it Seattle, right? That could do bad things, 
but not that bad. Let's eliminate other possible problems. 

You say you can turn it a bit and then it stops. That doesn't sound like 
a siezed engine to me. Something could be interfering along the way. 

How did the timing belt look? Normally the JH engines are 
non-interference, but Kevin Fry had an experience where he had a "beefy" 
cam and then he found it to be an interference engine. Do you know what 
kind of cam is in there?
If the timing belt is/was busted with a big cam, then problems could 
ensue. 

Next is to pull the oil pan to take a look. Check for anything unusual 
while again trying to turn the engine by hand. (thrown rod)

Get back to us with what you find.
