I'm not sure about the cooling effect, but running rich will rob power
because there isn't enough air to properly combust the amount of fuel in
the cylinder. The soot is partially-combusted fuel, and it means that you
aren't completely burning everything. I'm not sure, but I think that it
will partially burn almost everything before it will completely burn
anything (make sense?), and that is where your power is lost.
