Thats the surface area where the pad touches the rotor. 
The rotor might be 10.1 but the pad will miss 2mm of the outside edge and
2mm of the inside. 
Ever removed old pads from a rotor and the caliper wont come off the
rotor because the rotor is worn down and now theres a lip? The part thats
worn away is the sweep area. AKA usable braking surface.
