boring out rims?

does anyone have any experience with regards to boringout a set of
rims?  case in point:  i would love to get my hands on a set of 13"
rims, but the fact that i have 10.1" front brakes does not allow this. 
therefore, i was wondering if it was possible to shave a couple of mm
off the inside of the rim to allow the brakes to clear.

	would this threaten the integrity of the rim too much?  or would it
just be too much money to do?  please let me know.  thanks
