This horn problem sounds like maybe the horn's impedance has changed 
over the years.  It is conceivable that with all the water, heat, dirt, 
etc. that the horn is exposed to, the coil looks more like a short to 
the electrical system.  The voltage definitely shouldn't drop that much.  
Try measuring the DC resistance of the horn's connectors.  If it is 
really low, then I would suggest replacing the horn, or putting a small 
resistor in series with it.  Just a thought...
