Have you checked the thermo switch that enables/disables the O2 
sensor circuit when cold?  It sits in one of the heater lines next to 
the block.  The easiest way to test it is to jumper the two wires 
together and see if it makes a difference when cold.  It's a normally 
closed circuit switch and then opens the ground circuit when the 
engine warms up.
