Engine not turning over...What can it be?

too bad you replaced the relay (I felt this was unecessary) - at least
you have a new one.

I assume the following:

1) the car ran before the swap.
2) all electrical connections have been reconnected properly.
3) you set the cam/ timing per specs (I assume you put a new timing belt
on)

If all this is true, then loosen the distributor bolt, and try advancing
or retarding the ignition until the damn thing starts.

I replaced the fuel pump relay (a $50 item) and tried starting the car.
Unfortunately, it doesn't want to turn over. I can smell fuel so I don't
think it has to do with the fuel delivery system. I was thinking the
timing is probably off. What else could it be? I'll probably try a
little
later to re-check my timing, but I can't think of anything else. I
definitely need my car back, I just landed a great job and I don't want
to
resort to refusing the job or taking the bus. Or wait, maybe I can take
the Peugeot out of storage and drive it......yeah, right, like I'd do
that.

Regards,

Sal
