With a 1/4 time of almost 17 seconds that would put your 0-60 time at about
10 seconds, not 7.  With a 7 second 0-60 you should be dipping into a low to
mid 15 second 1/4 mile.
The stock 0-60 times for a '79 Scirocco was between 10-11 seconds, if I am
remembering correctly, so with mild bolt-ons such as a G-grind cam and a
good exhaust system you MIGHT take a second of that 0-60 time.
A carbureted '79 Rabbit probably ran a stock 0-60 around 11-12 seconds.  So
with the bolt-ons specified it might do a 10 sec. 0-60.
