...nor is it starved for air.  If it were, the boot above the airflow plate would
squeeze down when you opened the throttle all the way.  I've only seen it on my 8v
cabbie, and it was due to the 60mm airflow plate, not the airbox.

Then why would VW (or almost every other car manufacturer) engineer the intake
system specifically to get air from outside the engine compartment?

I agree, since an engine is simply a big air pump, increasing the volume of air
moved through the engine would mean improved efficiency, and therefore viable
gains.

Nothing wrong with that at all.  I'm just saying that the stock airbox is not
starved for air to begin with.  It's like saying: "I've got a funnel with a 1 inch
outlet that's 6 inches wide at the top, and I'm gonna really be able to make water
pour faster through it if I make it 12" inches at the top."
Now, if you have a ported and polished intake, cam, dual downpipe, big tb etc, and
see your intake boot constricting upon itself or feel you're starving for air at
the front, that's another matter.  But, the truth is, most people get out of
chopping up their airbox what P-flow owners get, a cool sound when they hit the
throttle.  For many of us, that's good enough to merit doing it.
